Iranian Intelligence Minister Ali Yunesi has said that Iran stopped the "terrorist activities" of Al-Qa'idah and Mojahedin-e Khalq. Praise be to God, we curbed the terrorist activities of those groups by relying upon the intelligence counter-measures taken by the unknown soldiers [reference to under-cover intelligence officers] of the Lord of the Age, may God hasten his advent [reference to the 12th Shi'i Imam, Mahdi]." According to a report by the news reception unit of the Iranian Students News Agency (ISNA), in part of his address to members of the Administrative Council of Kohkiluyeh va Boyerahmad Province, Hojjat ol-Eslam val Moslemin Ali Yunesi pointed out that the enemies of this nation did not want it to be developed.

Iranian Intelligence Minister Ali Yunesi has said that Iran stopped the "terrorist activities" of Al-Qa'idah and Mojahedin-e Khalq. Addressing the Administrative Council of Kohkiluyeh va Boyerahmad Province on 17 July, Yunesi said: "The most dangerous terrorist organizations in the world, namely, the Monafeqin [hypocrites, pejorative reference to Mojahedin-e Khalq Organization] or Al-Qa'idah, took action against us. Praise be to God, we curbed the terrorist activities of those groups by relying upon the intelligence counter-measures taken by the unknown soldiers [reference to under-cover intelligence officers] of the Lord of the Age, may God hasten his advent [reference to the 12th Shi'i Imam, Mahdi]." The following is the text of a report by Iranian Students News Agency (ISNA) web site

Tehran, 17 July: Development is a national necessity and on cannot serve the honourable Iranian nation better than by contributing to the comprehensive development of the country. Therefore, the continuation of the development process is absolutely necessary for our society and there is no danger greater than under- development.

According to a report by the news reception unit of the Iranian Students News Agency (ISNA), in part of his address to members of the Administrative Council of Kohkiluyeh va Boyerahmad Province, Hojjat ol-Eslam val Moslemin Ali Yunesi pointed out that the enemies of this nation did not want it to be developed. He added: Not only does America not want Iran to be a developed country, but it even sought to create obstacles to the development of other Muslim countries. For that reason, Bush's team of experts sought to create a new Middle East and this plan included all Muslim countries.

He said: Americans are frightened of the growth of Islam in all Islamic countries and its emergence as an international movement. They feel that they lost people who were their friends only yesterday. They say that this international movement threatens American interests and that they must prevent its growth. For that reason, they are fighting this movement by chanting beautiful slogans which the world finds appealing, such as "the fight against terrorism". They are trying to de-Islamicize the region, promote American liberalism and turning the region into a suitable market for Western goods. They are trying to ensure that they would maintain their control over the process of generating energy in the region.

In another part of his remarks, Yunesi referred to allegations, which had become threadbare [as received] such as "taking undue advantage of the production of energy". He stressed: There is a consensus of opinion among all officials, people and executives. The Iranian nation is serious and determined to pursue a comprehensive development plan and we will continue our peaceful nuclear activities.

This member of the Supreme National Security Council alluded to American attempts to blame its security problems on others, saying: On 11 September, the symbol of American military power was attacked. The mentality of American society was such that it felt a sense of vulnerability. They were cracking under pressure. For that reason, the Americans started two wars in the Middle East to make up for this psychological set-back. In fact, they escalated the war to outside American borders and they started fighting imaginary enemies to change that mentality.

In another part of his speech, the information minister said that the people had to feel safe because this would contribute to creating a suitable security environment. He said: Our people must feel secure and they must know that their society is safe. Therefore, agitating the people and increasing concerns in society are tantamount to committing a serious act of treachery. As a result, the people will think that their society is unsafe.

He said: A group of people are rather like flies. They only see problems, incongruities and natural shortages. They are incapable of seeing good things. This is a serious disease which must be cured. Ensuring the security of the honourable Iranian nation is a great honour and people must know that they live in the safest country in the region. Turmoil and violence are on the periphery of the region.

Commenting on various plots hatched by the enemies of the Islamic revolution, the information minister said: Of course, the enemies of the Iranian nation are spending millions of dollars to deny us that security. However, today, thanks to the blessings bestowed upon us by God, Iran is the safest country in the region. The intelligence services are not the only ones who contributed to establishing security. In fact, all the relevant institutions, managers and classes in society coordinated their activities and acted adroitly. Thus they share this glorious achievement.

The information minister said: The most dangerous terrorist organizations in the world, namely, the Monafeqin [hypocrites, pejorative reference to Mojahedin-e Khalq Organization] or Al- Qa'idah, took action against us. Praise be to God, we curbed the terrorist activities of those groups by relying upon the intelligence counter-measures taken by the unknown soldiers [reference to under-cover intelligence officers] of the Lord of the Age, may God hasten his advent [reference to the 12th Shi'i Imam, Mahdi].

You remember that the Monafeqin perpetrated various terrorist acts by relying upon Saddam, as well as on the assistance provided by the Americans. Some of those actions were taken when they thought that the Information Ministry [Intelligence Ministry] was facing problems (because of the serial murders' case [reference to the murder of Iranian dissidents and writers, 1998-99] and other events which took place during that period). In fact, they had promised Saddam that they would overthrow the state after six months. However, you saw how our powerful intelligence services acted adroitly and foiled those plots. Of course, we have discovered documentary evidence on the Monafeqin's cooperation with Saddam and the enemies of the Iranian nation. We will publish them in the future.

Commenting on the activities of Al-Qa'idah group, he said: We stopped Al-Qa'idah's terrorist activities as well. If we had not done so, our society would have faced security problems.

The information minister also referred in his remarks to exploitation by the nation's enemies of domestic problems and shortcomings, and said: Enemies try to link work-related and rightful demands to the interests of counterrevolutionary groups outside the country. This is in circumstances in which the Islamic Republic of Iran is itself in the vanguard of fulfilling the rights of the hard-working strata of society. Hence, these hardworking strata of ours will not allow others to exploit them to fulfil the interests of enemies and we, for our part, will not allow anyone to do this. Any hand that tries to establish a link between the people's work-related demands and enemies' demands will be cut off by us. Let our dear teachers and honest government employees and hardworking labourers be wary of infiltration by the hypocrites [reference to members of the Mojahedin-e Khalq Organization] and the enemies' espionage services.

He referred to the enemy's [singular as received] measures aimed at destroying the positive climate in society and said: You saw that, in view of the steps that were foreseen, the enemy was unable to do anything on 18 Tir this year [anniversary of student unrest in July 1999]; 80,000 enthusiastic and fervent youngsters went to watch a football match and our eminent leader [Khamene'i was on a provincial visit] and nothing happened. The small enemies of the great Iranian nation are far too weak to be able to disturb this nation's security and to stop this society's progress with their duplicitous conspiracies.

Concluding his speech, he described as important and separate the trappings and workings of intelligence and the military, and said: Military work and intelligence work have separate trappings and workings, and both are necessary for society's defence and security. If our society possesses military strength but the enemy senses that we do not have intelligence strength, it can inflict a blow on us via intelligence. And, taking the reverse scenario, if we have intelligence strength, but do not pay attention to military strength, they can enter via the military route.

On the basis of this report, the intelligence minister expressed pleasure about his provincial visit to Kohkiluyeh and Boyer Ahmad Province and his presence among the province's administrators and officials, and said that the measures that had been taken in the province had changed the face of the province. And he expressed the hope that, with the continuation of these measures and the conclusion of the projects that are under way, the said changes would become even greater."
